FiscalNote builds software for organisations that need to track and act on government activity, sold through products including PolicyNote, CQ and Fireside. Its customers sit on both sides of the policy process: the congressional offices, state legislatures and government agencies that use the tools to run their own operations and constituent communications, and the organisations outside government tracking what those bodies do. Growth in the public sector comes from landing individual offices and expanding across Capitol Hill and into state and local government, which means selling into institutions with their own protocols and rhythms rather than to a standard enterprise buyer.
